That is a stronger position than "no fee for the first year" or "no fee if you log in", both of which appear elsewhere in the market. There is no login requirement, no minimum number of trades, and no deposit condition attached to keeping the account free of dormancy charges. For a long-term investor this is the behaviour you want: the cost of holding does not depend on how often you interact with the platform, so a portfolio left alone for several years is not quietly eroded by a charge unrelated to the investments themselves.
What Trading 212 does charge
Trading 212's costs are concentrated in currency conversion. The FX fee is 0.15% on non-base-currency trades, which is low by market standards but still the main charge most users will meet, since buying US shares from a GBP or EUR account converts currency on both the buy and the sell. Withdrawals are free. If you are modelling the real cost of holding US stocks through Trading 212, the 0.15% applied twice per round trip is the number that matters, not any dormancy charge.
